How do I upload them to Telegram?
Create an emoji pack in Telegram's official @Stickers tool, resize each PNG to the size it asks for in any editor and upload them one by one. Uploading is done by you; we deliver the pictures.
Who can use custom emoji?
That depends on Telegram's own rules, such as Premium and channel boosts, which can change; check them in Telegram before you order.
Can they be animated?
No, these are static pictures.
